The State are supposed to have more say over their own jurisdiction. Why institute one-size-fits-all policy in a country with the varied geography, geology, weather/climate, and demographics we have? They seldom work anywhere, and where they do, not well.
If Colorado wants to be the "Rocky Mountain High" state, it will attract people who want that. Pity they didn't do that in a place with less fascinating geology and geography, but, them's the breaks.
