If ISIS could lay claim to making this happen, they would already be doing so. Fireworks are very popular over there, so it’s likely someone planned poorly, and underestimated the likely flare radius. I’m sure that was frightening, and I hope they recover.

It is the same sort of explosion that happens in wheat towers or from coal dust. Same as a fuel air explosive.
