Well sure, like I said above, it’s perfectly legitimate. It’s how I did it when I was 10 years old in my tree house.

Mom would tie the bag of sandwiches to the rope, and I’d just pull it up.

OK...but, unless every single guard is 100% trustworthy, isn’t this a practice that could easily allow contraband in? Most prisons don’t trust the guards, and they have to go through a metal detector (and occasional drug sniffing dog) when they enter.

In a prison where a guard just snuck in hacksaws, they might reconsider the lunch delivery mode.

...along with what else? This is improper. It circumvents any security that should be in place.
