Don't challenge it. Defy it.
Congress is a co-equal branch. The administration has no authority to bind Congress with non-disclosure agreements. And even if they tried, Congress is protected from arrest for speaking on the floor during debate. A Congressman could simply divulge everything he knows from the floor, assuming a floor manager is willing to yield him some time.
