Dual use equipment. Can be used to help monitor an MSR reactor. Can also be used to help build H-boms... I don’t see how a tritium monitor could be dual use.
A tritium monitor purpose is to detected tritium in the air. It is used to detected leaks and warn workers.

It can also be re-purposed to detected sufficient levels of tritium production. Tritium is an essential ingredient for an H-bomb.
