1. Deliver weapons to “Free Syrian moderates” who then “defect” and form ISIS.
2. Deliver weapons to US soldiers who are then withdrawn leaving stockpiles for ISIS.
3. Deliver weapons to the Iraqi army who then “retreats” leaves stockpiles for ISIS.
If State and the Turks see no further need for the cut-outs and cover stories, then yes, they will just deliver weapons directly to ISIS. Probably when Assad falls and they change their name from ISIS to Islamic Republic of Iraq and Syria... IRIS. With the name change will come immediate recognition and diplomatic ties.
