You would think that this man would be willing to pay the grazing fee.

The reason they moved their stock onto this closed lease and aren't paying the fees is to co-ordinate with the recent legislation.

The feds were supposed to turn over the land in Utah last Jan 1st but didn't, so now the other states are moving to pass their own legislation.

Its really just one piece of legislation since they were all written by ALEC. They all want it free.

The Nevada Legislature just ended it’s session and passed no such statute.

Where in the OP does it say that these ranchers aren’t paying grazing fees?

Because the Utah legislature passed a law saying they had to? Don't hold your breath waiting for it to happen. Federal land is federal land and Utah can't force them to turn it over.
