Certainly does fit The Agenda...
It sounds like this guy was putting up a good fight. One thing about prison,there are no soft spots to land on. You either land on concrete or metal. He could have easily smashed his head while he was taken down to the ground. The officers should have brought in medical staff to check him out. That’s where they screwed up.
Reading the report, it appears he died after being “retrained…” So it appears the fault may lie with the department’s training or retraining program.
