Looks to me like the GOP establishment selected him and then moved him up the ranks with little competition. What character trait or leadership quality made him so qualified?

Hastert was basically #3 behind Gingrich and DeLay, so when both of those guys got sidelined, he pretty much automatically got promoted.

That and, these ‘law-breakers’ stick together or keep quiet until the need to use info against each other.
