When a crisis you want to not let go to waste does not occur naturally, then manufacture it, at least by fudging the numbers in a study you use to say it exists.

These kids did the same thing in high school physics class to hide the fact that they didn't know what they were doing but thought the faked data was close to what their teacher expected.
