Information Technology (IT) is an area where the incompetent are promoted if they cannot be fired. The idea is the incompetents do less damage if they are removed from jobs where intelligence and ability are critical.

The downside is the incompetents eventually accumulate at the top because they can't be fired.

Some truth to that. If one is an actual IT programmer, you can't fake out the compiler by bleating about a micro-agression. The computer is cold logic. It does not care who you are, your gender, your age, whatever. You either can or can't fix the problem.

Move on up the line, however, and especially in government, and it's all about the surface fluff, posturing, and political favors. It is amazing any government IT project ever succeeds.
