A West St. Paul man is accused of beating his young children and forcing two of them to take shots with him until they were drunk.
Officers were called at 11:56 p.m. Friday, May 29, after a woman reported a domestic assault.
The woman said she is married to 28-year-old Oscar Oswaldo Cruz of West St. Paul and that they have been together for five years. They have a 1-year-old and 4-year-old together, and she has a 6-year-old and 9-year-old from a previous relationship. All of them live together in West St. Paul.
The woman said Cruz called her at 6 p.m. that day and told her the 6-year-old got into his alcohol and was sick. The woman came home and became suspicious about the timeline Cruz gave her. The child then told her that Cruz made her drink the alcohol, according to the complaint.
About 30 minutes later, the woman said she heard Cruz yelling at their 4-year-old. The child then came into the living room and had blood dripping down his face from four cuts on his head, according to police. She cleaned him up and found that he also had adult-sized bite marks and scratches on his body, police say.
The woman asked the 9-year-old child what happened, who initially hesitated to talk because he said he was afraid of Cruz. The child then told her that Cruz made him and the 6-year-old take shots with him. He said the 6-year-old came home from school with her shoes on the wrong feet, so Cruz whipped her with a vacuum cord. The 6-year-old said Cruz has hit her with a belt in the past, saying it was OK because it was discipline, according to the complaint.
The woman then fled with her four children and reported the incident to police.
Police say the 1-year-old had a chipped tooth, a broken blood vessel in his left eye and bruises.
The 4-year-old had bruises on his neck that indicated possible choking. The doctor determined that other bruises on his body were consistent with bites. He also had four cuts on the top of his head, according to the complaint.
Police say the 6-year-old was vomiting and had bruises consistent with being whipped with a vacuum cord.
Cruz has been charged with third-degree assault, two counts of malicious punishment of a child, two counts of child endangerment and two counts of child neglect.
