The Baltimore Police Department will reduce crime throughout the City by targeting gangs, guns, violent repeat offenders, and the conditions that allow crime to flourish.

The Baltimore Police Department will develop and maintain relationships of trust with all members of the Baltimore community and work collaboratively with other organizations to solve community problems.

The Baltimore Police Department will bolster support systems to strengthen data quality and improve information sharing to provide actionable and timely intelligence and support field operations.

The Baltimore Police Department will be an organization that maintains the highest standards of ethics, integrity, and accountability.

The Baltimore Police Department will be a learning organization that is capable of acting with expertise in all areas of law enforcement.

this us just plain STUPID....

how does a police department “address” conditions....that “allow” crime to fourish?

The real question is why is there so much violence in Baltimore with less policing? In my neighborhood there is pretty close to zero policing. I don’t remember the last time I saw a cop, yet there is also just about zero crime here.

It looks to me like the problem with this organization is groupthink. My guess is you’ve got the “official line” (which is probably scrupulously pc and laughably out of touch with reality), and then you have what actually happens. The problem with runaway pc is the chilling effect it has on communication.

Pretty much what you would expect for a mission statement developed through the more-or-less standard mission and vision statement development methodologies in use today.

The link below is MOST LIKELY NOT the exact organizational developmental model used by the Baltimore PD in the development of their mission statement but does reflect the general approach being taken these days:

i have an inkling that it might just have to do with the comparative Social Structures of the two communities.

On the one hand we have Baltimore where there appears to be a large “contingent” of those who place little or no value on...the family and “traditional..VALUES. On the other hand your community which I would gather is built around “traditional” families..and.”traditional..VALUES.

I could be wrong though it could be global warming...

I wonder what the crime rates were for high black areas in the 40’s or 50’s? I’ll bet it was lower.

Im betting it was significantly lower. Im also betting that few could have imagined how very ROTTEN those communities would become after the Great Society decimated the families there!!
