Budget committee poised to ease DNR, UW System cuts - Walker moves the budget ball his way

Madison— In a final push on the state budget bill, a key legislative panel is poised Friday to ease some proposed cuts to the University of Wisconsin System and a key conservation program while leaving in place most of the spending decreases for those programs.

The GOP-controlled budget committee is also expected to approve Gov. Scott Walker's controversial plan to eliminate scientists and other positions at the state Department of Natural Resources but reduce Walker's proposed cuts to the UW System from $300 million over two years to $250 million. That extra $50 million would be distributed to the campuses around the state that are judged by UW leaders to be hardest hit by the cuts.

The UW System would continue to have its tuition for undergraduate state residents frozen for another two years, as Walker had proposed. In addition, the provisions of academic tenure for professors would change, and the public universities would be able to lay off any faculty in cases of budget difficulties or changes to academic programs.

Republicans on the 16-member Joint Finance Committee plan to break from Walker's proposal to freeze state land purchases. Instead of effectively halting deals to preserve pristine areas of the state under the Knowles-Nelson Stewardship Program, GOP lawmakers instead want to cap spending and reduce the program's bonding authority.

The panel is expected to hand off the budget soon to the Senate and Assembly, which will hold final votes in June. The committee, like the Legislature, is controlled by Republicans.

Walker, who is preparing to launch his presidential campaign this summer, also proposed spinning UW System off as a quasi-public body to free it from state rules. Republicans aren't going along with all of those changes...........................................

"MADISON, Wis. — Wisconsin lawmakers are ready to vote on Gov. Scott Walker's plan to block the state Department of Natural Resources from purchasing any land through its stewardship program for at least the next 13 years.

Walker's budget would place a moratorium on stewardship land acquisitions until the DNR's debt service on purchases already made drops to $1 for every $8 spent since the program began in 1989. The program won't reach that ration until 2028...."

The U of Mich. has State Constitutional independence/autonomy such that it is esentially a principality within the State. Very little oversight from the people of the State.

I think that’s the idea here, to give UW the ability to make their university budget work (balance). They need to conserve but they can choose where to make the changes.

Odor control? Does the legislature know that there are 23 fragrances of deoderant available? Those odor control efforts are starving the children?

U of Mich. tends to balance its budget by enrolling more out of State students to get the higher tuition...

Note environmentalists are “concerned” this has to do with mining, climate change and deer hunting.

From what I understand, tuition has been frozen at UW and the Republicans want to continue that freeze, which is putting the squeeze on the school’s bottom line.

They need to cut the fat.

The Joint Finance Committee also planned to approve continuing a tuition freeze for two more years and do away with Walker’s plan to give UW more independence from state laws and oversight, something Republicans who control the Legislature have said for weeks was their intention.

Instead, more limited flexibilities would be given to UW to save money on purchasing and leasing. Republican co-chairs of the budget committee said in a news conference that the flexibilities would help UW deal with the cut.......”

In the case of the first few Physics Courses, Richard Feynman has long set the standard. They should just made the students watch his lectures, use his (perhaps slightly updated) textbook and hold some recitation classes for discussion and homework review. Plenty of efficiencies available from using the teachings from the Best over time...
