No, he never requested a pardon, though as the article notes he had a relationship with the Reagan administration. He was pardoned by Clinton in 2001 in the context of a pardon for Hank Greenspun, another pilot convicted of ferrying planes to Israel. Pardon requested by his son, a prominent media figure (Las Vegas Sun) and real estate developer in Las Vegas as was his father. Hank was fined $10,000 for violating the neutrality act. The Flying Tigers probably violated the neutrality act, but the government approved of their actions.
