Perhaps they are looking at warehousing prisoners for profit.

I think the thing that is motivating legislators on the Republican side of the aisle is that death penalty cases are extremely expensive and seem to go on forever. In Colorado the first convict in years finally came up for execution a couple of years ago and then the Governor put it on hold and refused to give the order.

The Aurora theater trial is going on now, defended by public defenders. The State is spending millions to fund both sides of the case and I'm thinking even if the guy is convicted the sentence will probably never be carried out.
