This article leaves out some important information. Pimlico is old and rundown, and would require almost a complete rebuild.

The site of Pimlico is hemmed in within a city neighborhood, with no room to expand.

And also important to note, the neighborhood around pimlico is a bad neighborhood. Definitely not the kind of area you want to be in after the races are over for the day.

That's a fact. I remember the first time I went through Park Heights, there was a NOI dude selling bean pies at the red light. I knew I was out of my element.
