New regs for Monday: School meals, executive compensation, acquisitions

Monday's edition of the Federal Register contains new rules for government-sponsored school meal programs, disclosing the compensation of senior executives at certain banks, and acquisitions regulations for government agencies.

Here's what is happening:

Global warming: The Obama administration is proposing new acquisitions regulations for the Department of Defense, General Services Administration and National Aeronautics and Space Administration.

These federal agencies will try to procure materials that do not contain high global warming potential hydrofluorocarbons.

"This will allow agencies to better meet the greenhouse gas emission reduction goals and reporting requirements," the agencies wrote.

The public has 60 days to comment.

Pensions: The Farm Credit Administration is moving forward with new compensation disclosure rules for system banks.

Senior officers and other highly compensated employees will be required to disclose to shareholders and investors how much money they make, but the rules will exempt other employees from disclosing their incomes simply because of their pension benefits.

School meals: The U.S. Department of Agriculture (USDA) is proposing a new administrative review process for government-sponsored school meal programs.

The USDA's Food and Nutrition Service would establish a unified accountability system for school food authorities to follow, the results of which would be posted online.

"These proposed changes are expected to strengthen program integrity through a more robust, effective, and transparent process for monitoring school nutrition program operations," the agency wrote.

The public has 60 days to comment.

Seen to remember NASA modifying the foam on the Shuttle External Tank to be non-HFC, which also made it flake off in flight - result shuttle Columbia crash.

The composition of the foam insulation had been changed in 1997 to exclude the use of freon, a chemical that is suspected to cause ozone depletion; while NASA was exempted from legislation phasing out CFCs, the agency chose to change the foam nonetheless. STS-107 used an older "lightweight tank" (a design that was succeeded by the "superlightweight tank", both being upgrades from the original space shuttle external tank) where the foam was sprayed on to the larger cylindrical surfaces using the newer freon-free foam.
