Might not his employer provide incentive for speeding? This would make more sense than blaming a speed-happy engineer.

I can assure you that Amtrak doesn’t put a high priority on meeting a schedule.

I heard this morning that the train left the previous station right on schedule. There would be no reason to try to make up time by increasing his rate of speed.
