A special prosecutor can be appointed by the Attorney General or by Congress.

Lynch will never appoint one, but Congress has no excuse at this point.

According to Trey Gowdy and the Nixon history, Congress can call for (request) a Special Prosecutor, but the Justice Department provides him. That is there J O B.

In the case of Nixon, the Republican appointed Justice Department head provided the SP and the likes of Hillary worked for the prosecution side.

Gowdy said we will never see a SP under the Obama administration, months and months ago. Gowdy is exposing Boehner’s resistance to rock the boat before the election. Always, an election out there.
