Well this is good news for the cops because there is not a chance they will be convicted of anything and she will look like a complete ass. From what I could tell from her speech, it seems the only evidence she has is that the cops didn’t make Gray wear his seatbelt.
That he is, without question, and he is doing so for one of 3 reasons: To enact martial law or nationalize the police or both. I choose the latter.

I don’t think he “gets” anything from martial law.
However, with federal control of police, he gets
the ability to unleash the urban zombie hordes on
those in the suburbs and use the police to protect
the zombies from the homeowners who are being
looted, burned, vandalized, raped and killed.
He’s all about racial revenge.
