Why pass a bill that gives them the authority they already have? Because they felt they had too much authority, and would prefer to have less than the actual amount granted to them of Constitutional Authority.

You nailed it. The Senate has flipped the Constitution on its head and now must vote to disapprove rather than approve. This bill actually gives Obama more power as a disapproval will never get out of the Senate. I would like to see what Cruz has to say about his vote, also.
