By consent, the cloture vote on the substitute amendment #1140 to H.R.1191, (Iran Nuclear Agreement Review Act) has been moved from 10:30am to 2:00pm today. As a result, there will not be a vote this morning. Additional roll call votes are expected to occur this afternoon.

At 11:00am, Senator Lankford will be recognized to deliver his maiden speech. The time from 11:30am- 12:50pm will be equally divided with the Majority controlling the first half and the Democrats controlling the final half.

Yup, as it has been pointed out, it is turning the Treaty Clause on its head—instead of a 2/3 vote to approve, it will require a 2/3 vote to disapprove.

If cloture is invoked (60 votes needed), the Senate has agreed to immediately proceed to a final vote.
House would then take up the bill when they return on Tuesday.
Cloture achieved easily...93-6.
On to the final vote.
Cotton and Rubio amendments that had been proposed on floor, rejected as “non-germane” (not relevant).
Rubio votes YES on final passage, Cotton votes NO. Vote still being tallied.
Right now 76-1 with Cotton only NO vote.
Cruz votes YES, now 82-1.
Now 98-1.
Well, even the Senate “conservatives” hung Cotton out to dry (since Cotton’s white I can say this).
