RE:”Benjamin Shayne, 39, saw what appeared to be a small Cessna plane hovering in low altitude in areas around West Baltimore where rioting occurred. He tweeted a question about it to his nearly 600 followers through his ScanBaltimore handle and one responded to him with information about the plane, including a screenshot of its flightpath. “

Air planes cant hover. Their air prop points forward not down. They fly forward or in circular patterns.

If they wanted to hover and record the fun below the Phantom 2 hovercraft drone is the right tool, relatively cheap too.

Yes.

The Cessna is, indeed, a very versatile small plane - but I am unaware of any model they ever produced which was capable of hovering.

A general aviation pilot told me it's always fun in a stiff head wind. You're moseying along fine, following a toll highway, and then you hit the wind, and look down, seeing cars that were stopped at the toll booth a few miles back pass you by.

Personally, I'd like to see a flight of F-35B (STOVL variant) hover just above the crowd of MD pols, SOBs and DOBs for a while.
