The city is within and part of the county.
Although the city asserts law enforcement within it’s borders, does not the Sheriff actually have the authority if he chooses to enforce it.
In my county, the sheriff serves as the instrument of the county courts and serves papers and such for the county courts within the cities.
Hence my still open question on whether Sheriff Clarke provided SWAT teams for his County’s DA’s John Doe citizen torture sessions.
