Apparently the city of Baltimore has paid out millions to victims of so-called “rough rides.” Is it possible that little Freddy thought he could cash in by injuring himself and then suing the city? Could he even have been advised to do this by his scummy lawyer?

Yes. I believe we've seen court records posted that show three family members, Freddie, Freddie Sr. and Frederika cashing in on lawsuits.
