If people thought white flight was going on before, it will be a complete exodus now. HUD keeps moving low income housing into outlying areas, and people keep moving farther away.

Baltimore has big issues. It won't get any better for a while. The consensus of the people I have talked with and heard speak publicly is that the public lost trust back in the mid to late 90's with some strong arm tactics trying to suppress crime in downtown. Interestingly, O'Malley was the mayor during that time and he ran for governor as a tough on crime candidate.

This isn't a black vs white issue, the BPD is 48% black. This is a cop vs black issue. In the meantime the last 25 years have seen downtown go from a fairly safe area to a place not safe to go at night. Daytime attacks are not unheard of.

Re: “HUD keeps moving low income housing into outlying areas, and people keep moving farther away.”

Exactly right.

I've spent the last 10 years east of Seattle in a large, crime free neighborhood that's 70% white, 30% Asian.

Last month, a 120 unit mixed Low Income-Section 8-Homeless apartment building opened one block away.

A legal marijuana store opened just two blocks away a few months earlier.

My Safeway store is now full of overweight Black women with multiple children running up and down the aisles, and muscled-up single Black males in sleeveless tee shirts.

Breaks my heart...
