Looks like Hogan approved. They need to put the NG out at the sites that are ripe for looting and free up the police to actively stop the riots. The city only encourages this type of activity when they let rioters throw huge rocks at cops and don’t respond with force. They will scatter as soon as the rubber bullets start flying.

We shall see if Hogan’s National Guard does anything but stand around
like Ferguson.
