I might simply say that the Founding fathers really blew that one.
But in all fairness, they had no way to know that...
1. Elected federal officials would no longer (as assumed, reasonably) be educated, sane, and familiar with the concepts of morals and ethics.
2. The incompetent would be repeatedly re-elected, by an electorate even more rationally impaired, and ignorant than the criminal candidates..
