Santa Barbara, (desal plant) completed in 1992, the rains had returned; the facility went through a few weeks of pilot testing, then was mothballed and partially dismantled.That is not true. Ionics operated the plant and sold water to the City for a period of time so as to recoup their investment. This was a contractually agreed to requirement.
(I worked with Ionics at the time and my employer (Ingersol Rand) sold much of the equipment that was used for the plant.)

As big industrial facilities, desalination plants can't be plunked down just anywhere on the coast without destroying the qualities that attract people to the shoreline. This is what it comes down to. The rich snots don't want lose their million dollar views of the Pacific.
I say put the plant right in the heart of the Malibu Colony. Those folks are among the most obnoxious people on the face of the planet.
And as far as the California Coastal Commission is concerned -- it is time to end it's reign of terror. Close it.

Let's take a look at the hard realities. As big industrial facilities, desalination plants can't be plunked down just anywhere on the coast without destroying the qualities that attract people to the shoreline. And there you have the real reason: the well to do that live on the coastline don't want their views spoiled. And besides, If more water is available it will just attract more people to California.

Literally Millions of Californians live in what used to be a desert. The only reason it is not now a desert is because the aqueduct system brings millions of gallons of water into that valley from somewhere else. Either more water needs brought in or lots of people need to leave the valley. There is no other alternative.
Desalination is something that will help. That is why the left is against it.
