OSCE SMM says heavy weapons remain in exclusion zone in Luhansk Oblast

The Organization for Security and Cooperation in Europe Special Monitoring Mission to Ukraine (OSCE SMM) has verified that all weapons previously recorded as present were still on site in Luhansk Oblast.
That struck me, too. Maybe the headline writer is subliminally saying, “Fu-fu-fu...Ukraine!”
