What is this DC home rule crap?

I submit that the existence of a mayor and district council is patently unconstitutional and should immediately cease and desist.

If congress allows a mayor and a council, is it still unconstitutional?

My understanding was that congress let DC set up it's government to cover the normal government functions like buying cocaine from hookers and stuff we know the Mayor in DC has done. ;)

Yes, any local ordinance should not take effect unless it is ratified by both Houses.
