Entirely correct, and people like Rubio, Bush want to reveal to the voters how much their hearts aches, how much anguish they undergo, for the downtrodden, as long as the downtrodden are not American downtrodden. When George W Bush was president, about the only time I ever saw him animated was when he was talking about immigration.
I also noticed that W seemed a lot more concerned with Mexico's interests and the status of Mexicans living in the US than he did about any American. The only question is whether he did this on account of some kind of affinity for Mexican immigrants, or whether it was just an "I care" emotional ruse that he and his allies used to bring in more cheap illegal labor for their cronies.
