Chicago should be fabulously well-off because it is THE major crossroads of transcontinental cargo transport, what with multiple railroads and trucking companies having trans-shipment facilities in the region. But the actions of the Chicago city government may just ruin it all.

Southside economics:
The prosperity created by what you describe (AKA: “The Rust Belt”) was stolen by the unions according to their ‘dues’ structure; real property was stolen by the city government through taxation.

Now, poor blacks live in rented homes. Those with jobs have enough left from their paychecks for sustenance (and a weekend cache of 40s).

One of the most coveted assignments at the southside Ford plant is driving finished product to the nearby staging lots and railyards for shipment.

An entire FTE-Shift can be lost at either of these places. First, waiting to deliver to the yardmaster (the yardmaster can’t park the cars), next waiting for the return van and last waiting for the next vehicle assignment to drive and start it all over again.

Lots of these guys, if they learn the system well, will drive 2 or 3 Tauruses a shift for a total of 5 miles round trip per vehicle.

And, no you won’t find any of these mooks sitting in the shoulder of Torrance or 133rd. They can do their ‘drank’ while waiting for the yardmaster.
