Millions of dollars have disappeared from Afghanistan and the Special Inspector General for ..Reconstruction is placing the blame on the Pentagon’s mismanaged accounting practices for the problem. The SIGAR released the report Friday reporting that only 57% of the $795 million appropriated to CERP from 2002-2013 could be accounted for in terms of who was awarded contracts, and for how much money. The SIGAR report breaks down the $21 billion, by fund, into the highest-costing contracts & their recipients, from 2002 until May 2014.
The CERP initiative “enables U.S. commanders in Afghanistan to respond to urgent humanitarian relief and reconstruction requirements in their areas of responsibility by supporting programs that will immediately assist the local population” according to the report. CERP contracts are restricted in terms of spending on individual contracts; those that cost more than $1 million or $5 million have to be approved by oversight bodies, and no individual contract can exceed $20 million.

The report cited the Pentagon’s prior process for tracking contracts. As of today, the DOP enters awarded contracts into the Federal Procurement Database along with the specific set of funds that will be used to pay the contract. The CERP program was not the only program that was affected by the Department of Defense mishaps; the Afghan Security Forces Fund (ASFF) was only able to report $17.3 billion of it’s total $20.9 billion costs due to the change in accounting programs and due to the fact that the ASFF does not keep track of contracts and funds once they’ve been transferred to other programs. Afghan reconstruction receives a majority of its funds from American taxpayers even as our defense budget continues to become bloated while avoiding many of the serious cuts applied to other parts of the government during the current budget negotiations.

Foreign Policy reported that program was created in a flash in Iraq in 2003 to give young unemployed men jobs so they wouldn’t join the insurgency, shovel ready work, rather than terrorism. The program was extended to Afghanistan in 2004. Foreign Policy notes that “The program’s funding peaked at $1.2 billion in 2007, and has fallen to basically zero as American forces have been withdrawn from Iraq and Afghanistan.”

Tudor-Perini is one of the major contractors in “building” Afghanistan, also building the high speed train to nowhere in California.

In fiscal 2008, the government spent a total of $11.427 billion in international assistance programs, according to the Monthly Treasury Statement. In fiscal 2011, according to the statement, it spent $20.599 billion—an increase of $9.172 billion, or 80 percent, from 2008.
