Statistically speaking your numbers don’t say what your trying to say because they aren’t normalized. If you want to know where your “more popular” you need to take the raw viewer numbers and divide by the population - that will tell you which states are providing the highest % of hits per capita. Raw % of viewers by location as noted here give you an indication but if the viewership of the relatively unpopulous Dakota’s is converted to per capita it will jump dramatically. Alaska and Wyoming would still be high. The islands are just interesting and make me wonder about clintonesque servers being used to route communications anonymously.
In addition id recommend that you look at time of day as a big chunk of the dc views will be during work hours and not really where the viewers reside.
