Prosecutors said Swigger was on his way to work and dressed in civilian clothes on Nov. 20 when a 50-year-old man changed lanes in front of him. Swigger responded by honking and driving after the other vehicle for more than a mile. He then drove up alongside the other mans car and suddenly swerved in front of it, forcing the driver to come to an abrupt stop.
Prosecutors said Swigger then got out of his car in the middle of the freeway during rush hour traffic, approached the other driver and pointed a gun at him. Swigger identified himself as a police officer, ordered the other man out of his car, then pulled him out of the vehicle when he didn't immediately comply, forcing him to fall to the ground.
Several passing motorists called 911 as Swigger repeatedly slammed the man against his own vehicle, put a gun to his head and dragged him behind the car ...

Sounds to me like this cop belong in jail.
Signal Hill is a weird little town of only a couple square miles and is completely surrounded by the city of Long Beach. Sounds like the cop is an a-hole.
Ask Ron Settles about Signal Hill police, oh wait, my bad. He committed 'suicide' after getting a traffic ticket in SH.
A large portion of Signal Hill is a producing oil field.
The incident took place in Irvine, an upscale work center in Orange County.
I would freak out if this happened to me.
This kind of sounds like incorporated “The Meadows” or “Meadows Place” in far Southwest Houston. four blocks wide and about one mile in length with four stop signs at each street. You do not want to mess around with the cops in that little kingdom! ;-)

I’ll vouch for your depiction. Heard many a horror story, enough that I took care to avoid driving through at night.
The badge lickers and jackboot lickers will explain why it was o.k. for the cop to do this. Also, they will tell you if a cop does it, whoever he is doing it to deserves it.
Very few wells are left in Signal Hill today. The town has cleaned itself up considerably.
Though I think you can still watch the submarine races from the top of the hill.
