After the Senate gave approval to its budget plan early Friday morning, Sens. Rob Portman, Ohio Republican, and Jeanne Shaheen, New Hampshire Democrat, got a version of their energy efficiency legislation passed by voice vote.
The measure, passed when only Mr. Portman and Ms. Shaheen were on the floor, includes provisions exempting certain water heaters from pending Department of Energy regulations, and requires federal agencies to develop an implementation strategy for employing more energy-efficient technology, among other items.
Mr. Portman said the bill has garnered widespread support and is part of an energy plan for the country that can help bring the jobs back, help fix our trade deficit, help make our manufacturers more competitive, and actually help to protect the environment.

Weird how hard this was fought for by these two.
It seems very insignificant.
Though I expect the implementation of utility-controlled HW heaters will be unpopular if a limit is not placed on how long and often utilities can use that function.
Portman has been such a pathetic senator for Ohio that he has drawn out former Democrat governor Ted Strickland to challenge him in 2016. We may lose the seat due to Portman’s patheticity.
On the hot water heaters, it's an issue. In some of these older houses, those new hot water heaters are going to be a real burden for space. I wish the feds wouldn't meddle in this kind of stuff.
Portman came out the other day and agreed that global warming was “man made” BUT he said let the states regulate it.
He also turned in favor of Gay “marriage” because his son revealed that he (the son?) was Gay. He has definitely never been conservative.
The Universe is full of energy.
Sadly. The senate and House are not.
