Obama budget defeated 98-1 in Senate vote

President Obama’s budget suffered its latest ignominious defeat when the Senate rejected it on a 98-1 vote Tuesday evening, capping off the first votes of the budget season.

Democrats objected, saying the plan wasn’t really Mr. Obama’s, but Republicans said it had all the same numbers as the president’s blueprint, and so the vote counts as a rejection of his fiscal year 2016 plan.

“This is the president’s proposed budget,” said Sen. John Cornyn, the Texas Republican who forced the vote by offering the amendment, complete with the tax hikes, spending increases and deficit targets Mr. Obama had projected in the document he sent to Congress last month.

Rejecting presidential budgets has become standard in recent years. The Senate defeated Mr. Obama’s fiscal year 2011 plan by a 97-0 vote and his 2012 plan by a 99-0 vote.

Sen. Bernard Sanders, Vermont independent and Democrats’ point man on the budget, said the plan Mr. Cornyn offered didn’t include a minimum wage increase or some of Mr. Obama’s other policy prescriptions, so it wasn’t a legitimate representation of his budget.

Can someone who understands the kabuki of how the US Senate operates please explain to us laypeople what actually happened here? Was this Obama's budget or wasn't it?

Let me rewrite that sentence...

The rejection of President Obama's budgets in Congress have been nearly unanimous every year since his first inauguration.

Yet John Cornyn was all for the tax hikes, spending increases and deficit targets.

So Republicans offered a "clean" version of Obama's budget without other extraneous policy positions. Democrats don't like it. I suppose if Republicans included the items unrelated to the budget, Democrats would scream for a "clean" budget. Another "Heads I win, tails you lose" situation.

It was rather slick, actually. The Republicans made it clear that the only reason Democrats would support Obama’s budget if it came before them as it was proposed is because he’s a Democrat. They accomplished this by taking all the financial provisions of his proposed budget and offering an amendment to another piece of legislation to include them. Every Democrat but one then voted against the amendment.

Reported here to be Sen. Thomas R. Carper, Delaware Democrat.

Although I don’t think this would ever come back, sometimes a seantor will vote opposite all of his collegaes on a vote like this so the legislation can be brought back. May have been the reason Carper voted Yea.
