I mean the State Department in general. The goal there seems to always be process, not results. Look at the fetish they have to keep the Arab-Israeli “peace process” alive despite constant failure, and the obvious disinterest of the Arabs in a real peace. None of that matters, as long as the “process” remains in place.
In addition professional diplomats usually go native. They are posted to some country where all the time they hear from locals about every beef with US policy. They tend to become apologists for America abroad, and advocates for those countries within the government. And since there are far more diplomats stationed in Muslim countries than in Israel, the State Department by nature is pro-Muslim and anti-Israel.
