Let me jog your memory.
Last Dec, Congress, with great fanfare, passed the 2015 budget, except for the DHS funding, which the GOP would try to use to twist Obama's arm on immigration, but had to backdown.
And part of that was funding for defense.
But there were numerous bill in congress which would benefit many states in environmental spending. "Land Bills"
So congress combined all these individual bills into an amendment which they would then attach to the defense spending bill(must pass) with a "voice vote", so nobody knows who voted for it. Congress always handles this type of legislation with a voice vote. One of the most controversial parts of the amendment was the land swap in which the Arizona Copper mining company would get 2500 acres of "Indian Land".
Somebody needs to quiz Rob Bishop about what Utah got out of this legislation(pork).
