I think a great thing about Hawaii is that all shoreline is public.

Here in Calif., I believe all the beaches are public. Malibu way to the south of us, and ‘The Rincon’ on the drive to Santa Barbara (beach) is public, also. There are some lots at the Santa Barbara beach in which to pay and park. Even as big, beautiful beach homes are backed up to Pacific Coast Highway. Sunset Blvd. ends at Santa Monica Beach and Pier. Look at the coastline all the way to San Diego. Beach after beach - all public.
For all I know, it’s that way up and down the whole coast of California.
You have to find the occasional walkways to the beach between the houses. Right after you find parking!
There are stretches of PCH where one parks right next to the highway. Guys and gals are donning or dropping their wetsuits at the back of their cars, trucks, or vans. Leo Carillo and Point Dume beaches have paid parking.
It’s a little different in Carpenteria - ‘World’s Safest Beach’ just outside Santa Barbara. There are short blocks with beach houses perpendicular to the ocean, and there is also a large parking lot.
I know nothing to the north except Avila Beach. And that was long ago - - -
