An organization this size would not rely on several thousand employees doing their own archiving. The IT department will have the archive.

What they are likely to find is that more than one forwarded a copy of a Clinton email to a superior mentioning that Clinton is not using the State Department email system.

There may be backup copies of the emails that were stored as part of routine server backups for disaster recovery process requirements. Such files are often kept around for years.
