Ï have some questions. maybe yourself and others could shed some light here. Most of these articles don’t really get into detail.
1. Did the State Department have an email system? was Hillary on same but didn’t use it. Who else was on same?
2. Who was on Hillary’s personnel server? Did everyone have clearence? Does the fact that this system is not a Gov’t system, does that make 1 count of illegal action for each email sent or received.
3. Why are there forms to fill out and where are they kept/ who is given this task? Why doesn’t Congress have the entire Personnel File in their possession for every person in the State Department. which ones are with Hillary. which ones play by the Rules.
Yes. No one has ever claimed that she had a .gov email account. Don't know.

Hillary, Bill, Huma Abedin, Cheryl Mills and a number of others have been named as using her homemade server. Don't know about clearance, Blumenthal couldn't have had it since he wasn't an employee of the State Dept. Don't know.
