Absolutely-and if the grid is attacked by terrorists and goes down, the big cities will be traps anyway-anyone without an escape plan, a place to go to ground in BFE, and the ability to survive when they get to BFE will probably be history in a very short time...

The biggest problem could be getting enough gas to get to BFE -- with the power out the gas pumps won't pump.
The cities will be hell, but the countryside should survive (uncomfortably) with old-time skills of growing and hunting.
