The states have never delegated to the feds, expressly via the Constitution, the specific powers to regulate either immigration or intrastate education. So if Bush really wants to fix broken and unconstitutional federal policy on these issues if he becomes president then he must first do the following.
Bush must work with Congress to propose immigration and education amendments to the Constitution to the states. And if the states choose to ratify Bushs amendments then he and Congress will have the constitutional authority to decide federal policy on these issue if he is elected president.
On the other hand, consider Thomas Jeffersons advice to the states on all issues.
