A black guy I used to work with here told me that he honestly believed that Obama had no way of knowing about all the problems with the Obamacare bill, and was not responsible for knowing about them.

That he just signed the bill.

The amount of time Obama spends away from the WH....vacationing, fundraising, and giving speeches next to no one wants to hear is beyond comprehension. Even if he on some level knew, he doesn't spend enough time on his job to focus, analyze, and come to meaningful judgements and conclusions.

It seems that in life he doesn't deal with problems. He finds a way to make excuses, shift focus, and talk his way around them.

So is it possible he didn't know? Probably not. Is it possible he didn't have a clue of when something was very wrong? For sure.

I have long believed that Obama is not the brightest bulb in the chandelier, but that he is the public face of a group of communists and anarchists out to destroy America. Oh he knows this group's general agenda and goes along with it, but the real policies are contrived by this group. They make the decisions, while Obama is sent out to play golf, attend fundraisers and speak to the press. He may or may not know about the various scandals, but always saying he knows nothing about them is an attempt to shield him from trouble.

We have ample evidence that Obama is pretty damn dumb, but he's also extremely dishonest.
Personally I believe Obama's excuses of being clueless redound more to his dishonesty than his stupidity.
