I believe Putin’s already doing that in his undeclared war on a nation that is, officially, at peace with his nation. So unless you believe that those Russian troops, those Russian weapons, and all that Russian ammunition is really not Russia’s stuff, I’d say Putin is destroying large parts of Ukraine.
Putin is today admitting that he and Russia are orchestrating the chaos in Ukraine.
