How can State release them when State doesn’t have them? They are at Hillary’s house not on a State Department server.

Exactly. Those emails will never see the light of day. A short while ago the press was wondering where Hillary was...that she'd been out of the public's eye. I think she was given a heads-up on this story breaking, and was hunkered down with whoever installed those private servers for her, making sure all incriminating evidence was destroyed.

And why would anyone have to review them for release? Review for what? Incriminating information?

And klintoons think they are above it all and no one else will figure this out. They can santize them to her heart's content before she hands them over. I think the klintoons are relying on public ignorance of that fact.

Her argument will be she transferred the emails to state for release. The question that needs to be asked is Which emails? Unfortunately the answer is only the ones she wanted released.

They have succeeded in fooling most of the people most of the time (sorry Abe).
