He should cite Sandy Berger as a reason to skate on this issue.

Looks like he is pleading to a misdemenour to avoid facing the more serious felony charges.

Because she had the appropriate clearance. It was a matter of “need to know”, so an administrative punishment should be apropos. The non com would get an Article 15.
